There is an exception to the cog required idler rule and that is for the return chain which is only loaded by its own weight plus the tension from the derailleur arm spring.
In this application a non-cogged idler is an option if it is well made and has high quality bearings and is not prone to premature wear. This is the famous TerraCycle return idler used in many TerraCycle idler kits. It is built to last for thousands of miles or kilometers. TerraCycle has not seen a worn out one yet.
Constructed with a an urethane bed (CH2NO2R), the same industrial urethane material as is found on the most expensive warehouse rollers, to keep the chain moving smoothly and quietly. High impact Polycarbonate side plates keeps it light! Diameter of the return idler is 70 mm (2.75") which matches the 15 tooth TerraCycle power idlers. Handmade in the most cycling friendly city Portland, OR USA.
